Substance Abuse 411 goes off-topic a little bit to discuss how Zero Tolerance policy in schools could actually increase substance abuse problems and other troublemaking or criminal behavior.
While Zero Tolerance policies were enacted with good intentions, they sadly have left any room for the use of common sense in non-threatening situations.
Jeanette Moll is a juvenile justice police analyst in the Center for Effective Justice at the Texas Public Policy Foundation. She talks with Substance Abuse 411 about findings in a recent study in Texas on Zero Tolerance and how it really has hurt and not helped the problem.
