Prevention is always the best policy when it comes to substance abuse.  However, ours is not a perfect world and sadly most of the substance abuse work comes after a problem arises and many times when it rears its ugly head in the justice system.

The Texas Criminal Justice Coalition has looked at the incarceration of youth in a recent study and found that keeping the youth closer to home in county situations is much better than sending them off to state facilities far away. That allowed them to stay connected to their family and more likely to focus on rehabilitation and less likely to wind up back in the juvenile justice system.

Jennifer Carreon a policy researcher with the Texas Criminal Justice Coalition talks to Substance Abuse 411 about the studies findings and how Texas is working to solve the problem.
